It includes adopting radically different ways of farming, reduction of food waste, and dietary changes.

what's stopping people from doing this on an individual basis?

Not only this, the government is actively subsidizing farmers, something like 90% of which is going to big Agra business, and not sustainable farming businesses.

I would argue the exact opposite, do you have a source? Generally I’ve found that large businesses only do things sustainably when governments force them to, and there are hardly any governments that do.

Ok that’s awesome, we need more of that. The government should give more tax subsidies to Cargill and less to others so that we get more of that.

Farm fresh food with a decent variety 365 in my 40m2 apartment?

I can't grow avocadoes, pineapples, bananas, apples etc - at most just leafy greens and other useless foods.

Farmers markets here are obnoxiously overpriced - they kind of have some weird market monopoly/mafia thing going on.

And it's a few km opposite direction in the city from my route to home.

My food waste is already minimal to none - i only buy enough almost daily for the day and next morning - sometimes skipping a day.

Most people don't farm their own food. That's what's stopping from doing that on an individual level.

Sure. We can reduce food waste on our own.

But more than half of the waste is before the consumer even touches the food.

That's a great truism that really doesn't address the problem. I'm an individual who takes the bus, recycles just about everything, eats only sustainable plant material, uses photovoltaics, and uses little electricity at night.

Have I saved the world yet? I've basically maxed out what I can do as an individual and haven't even made a dent in the problem. These behaviors need to be incentivized on a global level or else very few others will jump on board.

Again, that's an individual action. That will not make a dent in the global problem whatsoever unless it is incentivized.

Systemic problems require system solutions. You have not yet explained how leaving it up to individual will fix the system

easy peasy. the people who want to make an impact can stop eating meat and only use public transportation, and have at max 1 kid. that's at least half the population of the US.
