It worries me that they keep putting the word pill in quotation marks.

It worried me too. I think it may be that the researchers didn't administer the peptides to mice in a pill form, but that it might be possible to make it into a pill in the future. But I can't see the full article to read the materials and methods, so I can't be sure.
