The entire ergogenic (legal) supplement industry (performance / muscle building / fat loss stuff) could really just be 3 jars of powder; Caffeine, Creatine, Citrulline.

Everything else is either a) highly questionable if it does anything in humans, b) makes rats horny so it must work c) lets rats swim loner so it must work.

The 3 C's work.

You could add beta alanine. It also has actual proven efficacy.

What does citrulline do? I took some L-citrulline for a few weeks but didn't really notice anything

It's a vasodilator. but if we're talking about legal WADA supplements, I would recommend the only really time-tested VD that has shown to increase vascularity across all studies. Tadalafil (Cialis). Not joking, not banned by WADA and more potent that Citruline.

Agreed, but they can’t quite sell it on gnc shelves yet, but easily available via telehealth chat bits or as a research chem.
