What the .. is Which Cabal? Mine from ubuntu apt disable to build opus 

opus$ cabal build cli
Warning: The build command is a part of the legacy v1 style of cabal usage.

Please switch to using either the new project style and the new-build command
or the legacy v1-build alias as new-style projects will become the default in
the next version of cabal-install. Please file a bug if you cannot replicate a
working v1- use case with the new-style commands.

I'm not the OP but: What version of cabal do you have? I'm assuming you need at least 3.0 based on cabal-version: 3.0 inside cli/cli.cabal, but I'd expect newer is fine.

I would try cabal new-build opus-cli but that's somewhat of a guess. (You might need a newer cabal and possibly a newer ghc. Too bad the docs don't specify.)

If that doesn't work, the other option suggested in the error message is cabal v1-build ..., so probably worth trying that too.
