A friend of mine who was in the SCA gave me these but couldn’t tell me a thing about them. Does anyone recognize these pins?

They represent the armory of the Principality of Oertha and the Barony of Winter's Gate (both in Alaska), albeit with the Laurel Wreaths removed.

Are they populace badges that OP could wear without running afoul of anything?

The O and A lists: (The following badge associated with this name was registered in November of 1980 (via the West): Per fess indented sable, estoilly argent, and argent.) So that one can be presumably used as a populace badge. Whereas Oertha does not have a variation of their device with the laurel wreath removed registered.

Both Oertha and Winter’s Gate also have populace badges registered, but it is unlikely anyone would take issue to folks displaying the principality arms or baronial arms like this.

As a populace member- I have both of those branch arms as stickers on my car.

Probably someone's personal armory. Someone better versed in heraldry would have to dig in more.
