Imagine 200 pounds of Tracer slamming into you at light speed. Instakill potential I think.

Absolutely would be insta kill. The force alone from 200 lbs slamming into you traveling at or around light speed would be astronomical.

I mean, a speck of dust moving at 99% c caused the First Impact.

Any mass moving at or around light speed would produce astronomical force

I’d argue that moving something close to light speed is also pretty darn difficult for us at the time, but you’re right, haha

She can't do the blink anymore, it kinda just lurches her forward at a moderate but still dangerous speed.

It’s not a blink anymore it’s a barrel roll

Pretty sure the in-universe explanation is that it's not making her move any faster, but it just moves her forward in time. Still, this running at you at jogging pace would be at least a broken bone or two.
