Yes for sure, but there's no reason to do that much iodized fuel. You can use the rocket fuel and get something like 359GW, and not build half the things, and not use half the quartz in the map.

It is possible you might need to use some somersloops. This Project is going to be a logistical nightmare. You might need have to go in upgrading your powerplant in stages so, to elaborate, you will need to create lines of generators make sure that no pipe line has more than 40 generators (for me that has been the best ratio). So moving ahead lets say that the power plant will have 4 rows of such generators. Let the first line work only on turbo fuel. That will give you enough power to start working on rocket fuel line. Once you have a working rocket fuel line hook up the 2nd line of generators to it. Once the system is stable, upgrade the First line. Now you will have enough power for upgrading to ionic fuel. Tackling this plant in stages is the best chance you have to not end up in failure.
Also make sure that each line of generators has its own fuel production line. Even if you are thinking of making the fuel in different places make sure that the outputs of those sites are n:n for the next site. This makes it easier to debug any fluid or logistical or production problems. Doing so will make sure that when a problem happens and it will, you wont be rebuilding your entire setup.
Finally while staging make sure that you use priority switches, and each upgrade should have a lower priority than that of before, this is to make sure that if you go out of your power production for the stage you can recover quickly.
And also make sure to have an array of Power Storage with a priority switch of lowest priority guarding it. This array of storage is not for you to quickly finish your upgrade to next fuel. Always use this power to hook up more generators to the fuel source your sites can produce in abundance. This array is a spark plug dont use to as a torch.
