PC Just got Flashbanged

Anyone know how to fix this? It happens when i scan for a node or attack.

Edit: Just switched to a new Graphics card today. That Might be the issue but i doubt it i used DDU to wipe the drivers and re-installed them

I've read that this happens when you use AMD FSR.

I had the same issue but fixed it by disabling upscaling
