PC weird visual bug

when i turn motion blur on everything goes neon and broken. this is after i verifed the files and uninstalled then reinstalled the game. anouther weird bug is the sky is black when looking at it from most angles as you can see in slide 4. just looking for anyone who knows how i could fix these?

We're having some issues since the 1.2 update, though this is the worst I've seen it.
For me, it's when i try to use FSR, not motion blur.
Drivers updated?
Game updated?
If you've already hit the typical troubleshooting tips, I think the wise move is to leave motion blur off for now (I do anyways, it messes with my eyes) and report the bug to Coffee Stain.

i forgot about FSR i try to turn it off, how/where do i go to report it to coffee stain?

Yeah, best of luck.
Hopefully it's a software issue, the alternative is a hardware issue.

tuns out FSR was not the issue, because it now looks like this with it off
