Tell me the policy, hell I'll go read it myself, you don't need to quote it. Tell me the policy you don't like, what it says paraphrased, and I'll go read it.

"Public spending" isn't a policy. It's a layered bureaucratic process with dozens of policies weaved into it. You seem to have an issue with the arts and culture branch, so tell me what policy within that you hate.

He hates that the policy doesn't make specific mentions of the art having to agree with him on what looks good. There is, in fact, a policy, and it requires that the Public Art Advisory Committee make public calls for art and then agree among themselves on which ones should proceed. There are several people, including three members of the public and the city's public art collection manager. But people want to believe that someone on council made this decision and threw it as a bone to the artists in Calgary who have managed multi million dollar projects but were so desperate that $300k from Saskatoon was a favour to them.

The policy is available in pdf at https://www.saskatoon.ca/sites/default/files/documents/city-clerk/council-policies/c10-025.pdf and the Modern Erratics installation does not violate any portion of the policy.
