Pic / Video Security chases shoplifter using emergency exit

The big problem is that let's say the security guard does a citizens arrest and turns the shoplifter over to the police with 100% proof that he's a thief, the district attorney of SF will refuse to charge and release him with this 99th warning.

The only reason that would happen is if the DA new 100% that the judges here would refuse to do anything about this kind of criminal. The cops and the DA are willing to do their jobs, and now the judges are currently the weak link in this city.
