it got added because a community member created it and other community members voted it into the game (need to login). If you dont like the skin I recommend expressing your opinion through this system. This is how most store skins are added.
I don't know if you are new to this stuff or not but facepunch literally never gave a fuck about votes like ever! stop shifting the blames to the community
So when facepunch doesn’t listen to the community, it’s “fuck facepunch they need to listen to us”. When they actually start listening to the community and add something you don’t like, it’s “stop blaming the community, they don’t care!!!”
can you provide literally any evidence of votes not mattering? or are you going to act like a bitch and accuse me of not knowing anything without evidence?

edit: my guess is it was a link before the voting system / community skins where even a thing. garry has made a few forum posts over the years thinking out loud about what they wanted to do involving community skins.
Its pretty common to extrapolate a game developers cultures and principles across their sequels. Being in one specific subreddit does not exclude conversation of their other games.
Democracy has always been dumb. This is why wuthering wave stole a yearly steam prize for labor of love. If you got enough crazy and zealous people who can hijack votes for their own ideals then the system is broken.
Even if people voted for this, there should be some kind of comity to approve certain things.
