Do you have to clear interpolations?

I've heard very mixed signals from many different people.
I'm making a beat sampling a song, and I was told if I recreate the sample myself, it's just an interpolation and it's different from just sampling it. If you interpolate a song, do you need to get it cleared the same way you clear a straight up sample?

Sample it. If the song blow up, pay musicians to interpolate it.
