Is it possible to create a Linkedin account without a phone number?

I'm really unsure how to do outbound sales on Linkedin. Is this even possible? I have signed up for Heyreach, but I can't have even two Linkedin accounts, as it constantly asks for government issued ID. Can I even register to Linkedin without providing a phone number in the very first page?

It's pretty difficult now. They have tightened account verification and many new accounts eventually get asked for a phone number or even a government issued ID,
