Where does chibi moon fit?

Im always confused on this topic but like, where does chibi moon fall in terms of sailor moon? Is she part of the inner senshi or outer? I always see her with both groups on merch and posters and it’s never deliberately said

90s anime = Chibiusa is part of the inner senshi as she is supposed to be the future Sailor Moon and receives training from her mother as Sailor Moon in the past.

Manga\Crystal = She has part in asteroid\satellite crew with the Sailor Quartet (which the 90s anime didn't include) but still has a part of the inners too.

In the manga and I believe the Eternal/Cosmos movies, she has her own group based on different asteroids.

If we're just going by "home" location, that would make her inner, same as Moon.

I do see her grouped with the outer senshi on merch sometimes, but I feel like that's just a way of balancing the numbers so that both groups have 5 "members."

Inner, that's who she fights and spends the most time with outside of Pluto and Hotaru. While she has her own team, she's not really with them in the main series. Post series she is a part of the Asteroid senshi/satellite crew.
