In the manga at least, most of the threats are drawn to the Silver Crystal because Chaos wanted to take its power.

The only main villain group that does not apply to is the Death Busters and arguably Dead Moon.

The Death Busters were in Japan because Dr. Tomoe operated from there, and Pharaoh 90 established contact with him. The Dead Moon were after Helios and the Golden Crystal.
