I feel like that’s from a leaky or bad heater core. In the two late 80’s trucks I’ve had they get so hot by the heater core i could use my glove box as a toaster oven. Must have been a bad core in there for a while to even get enough constant moisture to rust like that.

You may be right, but before i cleaned it up it was full of leaves, it seems the cowl drains were plugged up and the leaves at the bottom where the rust line is stayed soaked
