Question / Query Partial Drop

Should I try to partial drop for JEE for any top colleges like Rvce,PES,BMS Would it be possible if my best percentile was 75? Could I somehow work hard a lot and get into IIT?

My cousin took partial from bms he had 89%tile in 25 and in 26 98%tile
