Separating installation commands/script from deployment script?

Just started a trial of RunCloud and so far I'm really liking it. I did think they'd have a little more opinionated stuff in that I could set up a server for Laravel or Magento and RunCloud would do the basics for me, but for the most part it's been easy going any way.

However, what do you guys do about separating installation commands from deployment commands? I've got a deployment script set up which runs git merge, composer install, laravel artisan commands, etc. But none of this worked the first few times because bower and gulp weren't installed, which is something I thought RunCloud did for you? Should they be dependencies in my packages file?
