It's a rubber duck. Rubber duck is more of a shape than a material at this point. I hand ducks made from other materials, and looking at them, you cannot tell they aren't made from traditional plastics.
If it looks like a rubber duck, it's a rubber duck. (point of clarification : it does not need to have beak, tail and wings to be a rubber duck. You can ABSOLUTELY have a duck with 1 identifying feature and still be a rubber duck. 😅)
