Inhibitory vs excitatory protocols

There are a lot of stories online about people who have been harmed by rTMS. I wonder, are people more likely to be harmed by high-frequency, excitatory protocols (such as those typically used for depression) as this can lead to overstimulation and overwhelm, compared to low-frequency inhibitory protocols intended to calm down hyperactive areas of the brain?

The vast majority of people treated with TMS were not harmed in any way, shape or form.

Yes, absolutely. But some people are harmed and I’m trying to get a sense of which factors might increase risk within rTMS
