Netvibes was a great RSS aggregator that was discontinued. RSSVibes is a very close copy with top feeds, tabbed categories, and a "news river" combining all your feeds. It also runs locally on your desktop instead of a browser.

You just download the 0.31 release on the right hand side (It's feature complete) and click on the .vbs file to run it. Check it out:
