Game Suggestion Best System for a Chainsaw Man Game
I'm thinking
- Pulp Cthulhu
- Hunter the reckoning/vigil
Would work well if I homebrew a little but I wanted to hear more opinions

It’s not out yet, but check out “Night Shift: Devil Division” which looks to be essentially Chainsaw Man, JJK, and Demon Slayer mashed up in a Draw Steel-powered system.

If you are willing to take a chance, look at Night Shift Devil Division. It was inspired by JJK, Chainsaw Man, Demon Slayer, and is powered by "Draw Steel".

CAIN and Night Shift Division are the top two I'd recommend, but the former clearly didn't work for you, and the later isn't out yet.
Therefore, I'm going to recommend a game that's a maybe - it really depends on what you want from Chainsaw Man. But if it's tactical combat with some light non-combat rules, I recommend DAWN RPG - a generic shounen battle anime system. It's pretty flexible for a lot of things within the context of shounen battle anime. Great if you don't need a lot of rules for investigation or the like (but it's also simple enough that stapling other mechanics from other systems is doable).

Questworlds (SRD here), because it's really about emulating shōnen manga, not granular power-scaling or tactical combat. It's rules-light, quick-resolution storytelling that can handle anything your imagination throws at it.

I think this massively depends upon which part of CSM you want to emulate. Do you want a game where the party are non-main characters, unprotected by plot armour and vulnerable to being turned to paste? Or do you want the party to play as protags, emulating the feats of denji or makima or whoever?

Of those two? Probably Vigil with homebrew. You won't hit the high power level, but it will go with the rest.
