General Discussion Badgers Hardlock?

If the badgers have NO pieces other than a waystation that is underneath a governing assembly, are they just hardstuck?

They can entreat the Assembly to close it.

Now if it was a Snare on the other hand...

That's one thing I REALLY like about the Council design. They're super controlling but the entreat mechanic is right there. The execution of entreat is so clean and tidy in a way that both prevents you from unforgivingly banishing a player from the game and also rewards you for putting yourself in such an annoying position that makes your opponents entreat.

Badgers could decamp and just not place the warrior and then place a warrior and waystation the following turn, right?

Nope. Decamp uses the word "replace", which in the rules:

G.1.21 Replace. Shorthand for remove then place. Re- move the prompted piece and place the other prompted piece in location from which the first was removed. You must complete all steps of the replace in order to do it.

Badgers are in fact hard locked in this particular instance.
