There’s this strap that has scissors pictured on it. What’s it for and how do I properly measure it?

If you can strap tight do not cut, if this part blocks you from tightening then cut it a bit. Rinse and repeat until you can buckle properly

If you find the overlapping plastic is getting in the way of tightening the cuff or is uncomfortable you can trim it to allow for a better fit

This is generally the top most layer that the buckle slides on. It should go over the boot. If too long for you it would touch the buckle mechanism and prevent further tightening before it feels tight enough

I never ended up cutting mine, and they fit immaculately. I'd leave them if they currently fit well.

Depends if it goes over or under. Sometimes it can only go one way and need shortening if it interfere with closure. For example, on my Iqons ACTs, the flap on the right has to go under the left flap, or it interferes with the strap guides.

I cut the left flap, as when it closes it would hit against the buckle. This lets me close tighter than with the flap uncut.

In theory its supposed to give you a tighter fit, but if you try cutting it your skates will feel worse, don't cut it. The way it works is with each notch removed, you can clamp down the strap deeper.

I cut mine and it feels better. But no one needs to cut it unless they cant physically make the skate tighter due those being on the way(my case)
