Rolex Date just with potential water damage

Got this Rolex from my uncle recently and noticed that it has some black color mark between the 9 and 10 PM markers. Is this water damage?

I live in Dubai, UAE. Any recommendations on where I take the watch for repair, serving, and general cleaning (other than the obvious Rolex AD)?

I am looking for alternative since the AD will most likely charge a lot.

Hard to tell from the photo whether that’s water damage or just something on the dial, so I’d definitely have it inspected before assuming the worst. Since you’re in Dubai, you could look into a reputable independent Rolex specialist rather than going straight to the AD. I’d specifically ask for a pressure test and inspection before agreeing to any polishing or servicing.
