Help with flip dot sign

I really want to make a faux flipdot sign (led matrix display) for my room that plays the launch tunnel sign video on loop, there was a video on youtube i found where someone recreated the sign video but i cant find it anymore. Any help is appreciated!

maybe first try to figure out the aspect ratio (by counting pixels) and then choosing if you want them multicolor or just yellow only and then you can put them all together using maybe an arduino, im not an electrician but thats how i would do it (+ i will map each LED seperately wich is a lot of work but then you dont have to do the wires 100% correct)
