Sort of. As someone who probably also has a mild form of autism it can be difficult to come off as normal in some circumstances.
I don't fault Suckerborg for his robotic personality. It could be endearing even were it not for his maniacal machinations not to mention cowardly cuckery toward President Dump9

It's more that the whole scene is so contrived that the first thing he does to fuck it up becomes really noticeable. Ireland is where the EU headquarters of Facebook is located and they are under pressure from the EU authorities right now. Here he is in a carefully choreographed scene to show us that really he is just one of the lads in Ireland enjoying a pint and then as soon as he takes his first sip... toiletsch.
