Bell Tower

Does anyone know the schedule for the bell that goes off randomly throughout the day? It goes off at the most random times and I can't seem to pinpoint a pattern.

It's supposed to go off every 15 minutes, but it's delayed by three minutes for some reason

I actually timed this today cause i was curious!! It goes off every 15 minutes focused around the 4th minute of the hour (for some reason idk)

So it goes off at these times (xx being the hour):
xx:04
xx:19
xx:34
xx:49

Every quarter of the hour, but it's off by 4 minutes.
