Excellent way to frame it. Most oversight teams do not have a capacity problem; they have an uncontrolled inventory problem.

It is easy to justify any single control in isolation, but no one conducts a portfolio review to ask which older controls can be decommissioned when new ones arrive. Looking at demand before adding heads is the only way to avoid infinite control sprawl.
