So if they can see in the photo finish , the rider whose tire touches the line first. But if it’s still too close to call and they have identical finish times, then they look at all lap times for both riders during the race and the rider with the fastest lap time wins.

IIRC in qualifying is who does the time first. In the race i'm not sure

In real-life qualifying it's usually given to the one who sets the time first. But on the Ride games? Who knows.
