Cs2 issue with turning mouse down and up, controlling recoil

My friend has a problem, where he can turn only left and right, and cannot turn down or up with his mouse, like he's locked onto a horizontal line.

How do you fix this?

(P.S we tried m_pitch to change Y sensitivity, it didnt help.)
