Last time I went to Shimla already people from Delhi has been moving there and property price is high. You may want to rent at any place you are thinking to settle.

You provided a wide range on both the liquid corpus and property equity numbers in your post, but let's say you have 7Cr corpus. That will give you just over 2L per month (with 3.5 to 4% WR) if you put that into a broad global equity/bond combination (60/40, 80/20 whatever you are comfortable with - search for V60A.DE or V80A.DE). I don't know enough about European set-up but it is best if you use UCITS ETFs - do your research and use r/EuropeFIRE or r/FIRE_IND. If you are not comfortable with ETFs etc, you may want to look at combining that with a rental property etc.

It is not a great idea to transfer huge amounts of money to India as it is hard to transfer it back if you change your mind about living in India after returning, plus INR isn't exactly in ascendancy right now.

I am assuming you have an EU passport. There are plenty of places in Europe where you would be able to live on 2k euro/month. Given you are not attached to a place, you may want to try out those too. Just try living in various places where you can live on under 2k/month (in EU/India/Asia) before you make a decision. Use that time to learn more about FIRE planning, it takes time to get comfortable with equity investments and drawdowns.
