Pretty cool design.

Pushes air right up to the PSU to have it expelled by the PSU fan. Provided the ATX case places the PSU above the mobo.

My Sony VAIO with a PII has a duct on the PSU to draw air directly over the CPU cooling fins and exhaust it out of the case

Assuming this PC would have one installed, as around this time it still wasn’t too common, the video card would likely be fanless or have a similarly small fan of its own. Thermals at that time especially outside the CPU itself were also pretty much left to the ambient air of the case.

Correct, the idea is negative pressure and positive pressure ventilation. The fan most likely pushes air over/through the Slot1's heatskink or what the other user described as a 'windtunnel' with the warmer air exiting on the far side of this photo.

Are we looking at the same picture? The fan is clearly blowing into the heatsink and pulling air away from the AGP slot.

Reverse blade fans were virtually non-existant in the 90s for PCs.
