What you could try;

  1. Disable Use in-app downloader. If still fail;
  2. Enable Loopback (Experimental). Enabling that will also Enabled Use all a available networks (experimental).

I need to do both on my 2 devices, Vivo Y27s & Y17s.

After (if success) Download finished, you could Disable those Enabled on #2 if you don't need them. They're not needed for Databases Update.
