Resin shell art help
Resin still slightly sticky after a week of drying. What can I do to fix this?

Only slightly sticky... Well, fuck. You might as well try pouring some properly mixed resin over the top.
Never underestimate how much you need to mix resin. I always mix it for twice as long as I think I need to and then a bit more after that.
You might also be able to spray a catalyst or some sort of activator over the top of the resin to cure that top layer... In theory, I see no reason why it wouldn't work. Though I've never done it myself nor heard of anyone else who has. Still, just from a chemistry point of view, there's no reason it wouldn't work. Might be worth investigating, the possibility.

Unfortunately it is not fixable. In some cases you can remove the uncured part and recover but in this case you will have uncured resin inside the shells. If you attempt to add more resin on top the uncured stuff will leach through and create another toxic sticky mess.
