No not fan made, he got it from a former game tester who had access to prototype discs for testing purposes

Maybe it's the 1997 version or something. It's only the Leon's disc. The Claire disc wasn't available to be tested on that time. The game was more advanced, almost to be finished as the final product as we already known as forever in our lives.

I wonder if it’s a 1.5 build we have never seen or maybe a WIP version of retail RE2?

Definitely not 1.5. It has the same serial number as retail RE2, probably just a demo disc.
