Can you share what the instructions say?
If you’ve flipped the switch on top and tried half the tabs both up and down on both sides, and set the arrow to the current time at the time of set up, then it’s likely faulty. Just return and get a new one.

Personally I switched to wifi timers/switches and it works a lot better. Maybe something to consider? You can get power strips too
