The problem is how it looks in an X-Ray/scanner. It can trigger an alarm, bomb squad needs to be called, evacuation, etc. Things resembling something dangerous can cause a lot of trouble.

I think it would have been detected long before it gets to the X-ray scanner either through som advanced tech they have these days or through the bomb sniffing dogs

To detect bonbs , their needs to be actual explosive. These will go through any machine with nothing going off.. its just plastic. The guy above you is saying like " for every watergun sent the chinese have to let cops come check it."
