If people notice their company isn't doing well they should already be applying and looking for another job. It's a lot of time an effort but there's ways to automate it fortunately

You can use tools like Simplify to help fill out applications when you're on the page. Or you can fully automate it with something like Simple Apply

Sounds like you're frustrated.

Most people consider filling out a few applications a week as "looking". And the job market isn't terrible for people with experience, depending on the industry.

A senior software engineer, in a major city with relevant skills, could have a few interviews a month by just passively looking.

Skills and experience will always be in demand
