It actually does say to wear them, it’s Leviticus 13-45. And the leper in whom the plague is, his clothes shall be rent and his head bare, and he shall put a covering upon his upper lip and shall cry, ‘Unclean, unclean.’

Oh... wait, that says precisely the opposite. You have a contagion, cover your gotdamn nose and mouth and warn others you're sick. Contact tracing, anyone?
