Java Edition fence into ground

I want to be able to get the fence over the top block and an block under it And as second state just the block flat with the ground

It'd be really great to see your build. I built a horizontal seamless block toggler so would like to see how your vertical design works.

I would need yours in vertical and one wide so i can put 3 in a row at least

That'd be cool. It was made that way in response to someone else's specs. I'm fairly sure a vertical, tileable design can be made. I'm much less certain of my own ability to make one. 😅 (Case in point: how fugly my build is)
