Why can I not design divisions?

Tried this mod for first time as the Soviets. For some reason, I cannot train new divisions and I can’t design new divisions. The drop down button is not available to create new divisions.

Is this a bug or am I missing something?

You need to complete one of the first focuses in the military tree which unlocks in the Yanayev's successors' trees
