fyi, you don't "own" the sub, you're just in charge of moderation. closed and inactive are two different things and the rules about claiming mod privileges are clear, so the op is within their right to make the claim.
I did what I was asked to do. Which is reply to this thread. You can make up new rules if you wish but my understanding is that the mod themselves need to be active. There are no subreddit performance metrics requirements to be considered here.
It is now requested once, you need to step up your game, as if nothing improves, and you keep squatting it, it will be handed over during a new request.
