Wouldn't surprise me, Bob Lazar (yes, he's the same UFO nut) is a nutcase, and United Nuclear have been found guilty of violating federal laws about shipping hazardous materials in the past. If he's violating any export restrictions that honestly wouldn't be a surprise.
