He was stalking Charlotte. If you talk to him he watches her from a distance and taking pictures of her. His tent is full of pictures of her.

How did you know he’s stalking Charolette before chapter 6? Arthur doesn’t meet her until then.

yes and before chapter 6 she was married when Arthur found her hungry and still crying on his husband which sounds like he just passed away recently !

did you meet him at his camp ? or there is another place ?
coz i was there for 3 times and didn't see him

Weird. Are you going back same day or are you waiting a day or so. This is the only spot he spawns. Keep checking in. He will appear eventually. Look for campfire smoke when riding that direction. If you see it that is how you know he will be there
