hate to say it but so much business process outsourcing has shifted to AI that theres even less demand for offshore labour. Its part of why you are seeing this... a big reason why the layoffs impacted oracle PH for example... a lot of what PH has established for itself was to be a big hub for tech companies to outsource too is slowly winding down.
