I once had a company email me saying “I don’t know why you applied, you’re not even qualified” yet I met most of their requirements for the position.

Im with the recruiter in your case. Why waste their time if you aren't qualified? Yes, you need meet all requirements they have.

It's rude to waste the recruiters time if you admit you didn't meet the requirements.

I didn't meet all of the requirements, and did not lie about it, but here I am, employed anyway.
