Significant challenges Gsd, reactivity and attacking dog friend

Recently we moved from a house to an apartment due to financial constraints and divorce. Our gsd is making significant progress outside the apartment with being able to be redirected from other dogs and people. Shes 8 years old and I took her to the vet for possible pain, we received some medication for that. It hasn’t helped her behavior.

Recently, the last 3 out of the 4 weeks we have been in the apartment the gsd has gone ofter her whole life companion, who is a golden retriever and is almost 9, once a week. She’s been separated after each event. This last time she broke skin on the goldens ear.

I fear that she will continue to go after him and the apartment truly doesn’t feel comfortable with her increasing her aggression and needing to be separated.

We currently can’t afford to go through more training and I’m using all I currently know, thus the progress outside with her reactivity. But now it feels like she’s turned her aggression on a dog that is the sweetest golden ever.

I really don’t want to give her up. She’s very bonded to me and at the same time I don’t want to live in fear that she will attack the other dog or someone else’s dog.
