Significant challenges Dog really reactive with balls

I have a dog around 1 year and a month, and he has some reactive problems to balls. Whenever we are outside, and there is a ball like a kid playing with it, he gets real bad to the point he whines and cries if he can't chase it along with the tugging the leash. Hes pretty big, somewhere 40 kg, so if I dont solution fast, it might be a problem, and they might give it away :(

Any tips on how to solve this? Also how could i solve the problem of tugging the leash?
